Learner licence

What are the prerequisites?

I’ve completed the requirements, now how do I get my learner permit?

Your learner permit will be issued to you on the spot when you successfully complete the required tests and pay the licence fee.

What does having an learner permit mean?

  • You are now permitted to drive a car under supervision. Your supervisor must be someone with a full Australian driver’s licence
  • You must adhere to the special rules for learner drivers

What are the special rules for L1 drivers

  • Must not exceed a blood alcohol level of 0.0%
  • Must be supervised at all times by fully licensed Australian driver with an blood alcohol concentration of no more than 0.05%
  • Cannot tow
  • Must clearly display L plates on the front and rear of the car
  • Cannot use mobile phones (including hands-free devices)
  • Must carry learner permit at all times

What happens next?

You will be eligible to apply for your P1 licence when you have held a learner permit for the minimum period and completed any necessary requirements. Minimum periods and requirements vary according to how old you were when you get your learner permit:

Under 21: 12 month minimum period & 120 hours of supervised driving practice including 10 hours at night, which must be recorded in your Learner Driver Log Book (this will be given to you when you get your learner permit)

21 – 25: 6 month minimum period

Over 25: 3 month minimum period

Provisional licence 1 (P1)

  • Driving Test: you must score at least 85%. Certain actions will result in an immediate fail
  • Hazard Perception Test: you must score at least 54%

I’ve completed the requirements, now how do I get my P1 licence?

Your P1 licence will be issued to you on the spot when you successfully complete the required tests and pay the licence fee.

What does having a P1 licence mean?

  • You are now permitted to drive a car without supervision
  • You must adhere to the special rules for P1 drivers

What are the special rules for P1 drivers

  • Must not exceed a blood alcohol level of 0.0%
  • Cannot tow a caravan or trailer unless at work or under instruction
  • Must clearly display red P plates on the front and rear of the car
  • Must not use a mobile phone while driving including hands-free devices, hand-held phones or messaging of any kind
  • Must carry P1 licence when driving
  • Cannot drive a probationary prohibited vehicle
  • Cannot carry more than one passenger aged between 16 and 21

What happens next?

As long as you follow all the rules that apply to P1 licence holders, you will progress to a P2 licence after 12 months.

Provisional Licence 2 (P2)

What are the prerequisites?

  • Minimum Age:19
  • Must have held a Victorian P1 licence for a minimum of 12 months
  • Must have adhered to the restrictions that apply to P1 licence holders

What does having a P2 licence mean?

You must adhere to the special rules for P2 drivers.

What are the special rules for P2 drivers?

  • Must not exceed a blood alcohol level of 0.0%
  • Must clearly display green P plates on the front and rear of the car
  • Can use hands-free only mobile phones
  • Must carry P2 licence when driving
  • Cannot drive a probationary prohibited vehicle

What happens next?

As long as you adhere to the special rules for P2 drivers for the next three years, you’ll progress to a full licence at the end of this period.

Full licence

What are the prerequisites

  • Minimum Age: 22
  • Must have held a Victorian P2 licence for a minimum of 3 years
  • Must have adhered to the restrictions that apply to P2 licence holders

What does having a full licence mean?

Now that you are a little more experienced, you no longer have to adhere to the special rules that apply to provisional drivers, but you do need to abide by the rules and restrictions that apply to all Victorian drivers.
